On September 30, 1993, prior to the Division's arriv~l at the site, the PVC dewatering line was relocated in preparation for the liner installation. This line c~rries uncontaminated groundwater being pumped from the area of the West Pit to the tailings disposal area;the water levgl is being lowered so that mining activities do not interject groundwater. The pit dewatering pump was turned off, and the line was believed to be drained. A small amount of water (estimated to be less than 300 gallons) remained at a low point in the line. when the pipe was disconnecte at the PVC joint, the groundwater flowed onto a portion f the compacted soil liner. The saturated portion of the sbil liner was removed and replaced with new material. We received the Division's inspection report on Thurs ay, October 28, 1993. Responses to items 2 and 4 were re uired to be submitted by Sunday, October 31, 1993. Due to he extremely short amount of review time allowed, we wil be preparing a second comprehensive response to the Divi ion's inspection report. However, at this time, it should e noted that the closing of the observation section of he inspection report states that all items of concern we e discussed at the post inspection meeting. The issue aised in item 4 was never mentioned to BMRI personnel Burin the inspection or at the close-out meeting. Had this iss a been presented to BMRI, it could have been resolved quickl and efficiently while all parties (the Division, BMRI, an SRK) were on-site. In the future, we request that all suc issues of concern be raised with BMRI during the insp ction or at the close-out meeting to ensure effective and efficient communication.
