<br />On September 30, 1993, prior to the Division's arriv~l at <br />the site, the PVC dewatering line was relocated in <br />preparation for the liner installation. This line c~rries <br />uncontaminated groundwater being pumped from the area of the <br />West Pit to the tailings disposal area;the water levgl is <br />being lowered so that mining activities do not interject <br />groundwater. The pit dewatering pump was turned off, and <br />the line was believed to be drained. A small amount of <br />water (estimated to be less than 300 gallons) remained at a <br />low point in the line. when the pipe was disconnecte at <br />the PVC joint, the groundwater flowed onto a portion f the <br />compacted soil liner. The saturated portion of the sbil <br />liner was removed and replaced with new material. <br />We received the Division's inspection report on Thurs ay, <br />October 28, 1993. Responses to items 2 and 4 were re uired <br />to be submitted by Sunday, October 31, 1993. Due to he <br />extremely short amount of review time allowed, we wil be <br />preparing a second comprehensive response to the Divi ion's <br />inspection report. However, at this time, it should e <br />noted that the closing of the observation section of he <br />inspection report states that all items of concern we e <br />discussed at the post inspection meeting. The issue aised <br />in item 4 was never mentioned to BMRI personnel Burin the <br />inspection or at the close-out meeting. Had this iss a been <br />presented to BMRI, it could have been resolved quickl and <br />efficiently while all parties (the Division, BMRI, an SRK) <br />were on-site.
