4. where erosion damage is probable due to the nature of <br />the material or the season of the year, the permittee's <br />operations shall be so scheduled that permanent erosion control <br />measures will be concurrent with the beginning stages of <br />construction and consistent with good construction practices. <br />5. When borrow operations are conducted as part of the <br />project, erosion of borrow sites, both during and after <br />completion of work, shall not result in water pollution. <br />6. When working areas encroach upon flowing streams, <br />methods adequate to prevent the flow of turbid water shall be <br />constructed and maintained between working areas and streams. <br />During the construction of such methods, siltation of streams <br />shall be held to a minimum. <br />7. Removal of bed material shall not be commenced until <br />adequate means, such as a cofferdam, are provided to carry the <br />streams free from silt around the removal site. A channel change <br />must have prior approval f;om the Corps of Engineers. This <br />permit is intended to allow only minor, temporary changes in <br />water flow caused by temporary cofferdams or diversions needed to <br />facilitate construction of a roadway crossing. Extensive or <br />major channel relocation or changes are not allowed under this <br />permit. <br />8. If the permittee's operations require transportation of <br />materials across flowing streams, such operations shall be <br />conducted without substantially increasing stream turbidity. <br />Mechanized equipment shall not be operated in the channels of <br />such streams except as may be necessary to construct permanent <br />and temporary crossings and fills for temporary diversions, <br />cofferdams and crossings. <br />9. Petroleum products originating from the permittee's <br />operation shall not be allowed to enter or be placed where they <br />may enter a flowing stream. <br />10. Waste material derived from roadway work shall not be <br />deposited below the 100-year floodplain level of a stream and <br />shall be placed in a manner which will prevent its entry into a <br />stream. All temporary fills shall be removed in their entirety <br />to upland disposal sites. <br />li. Where the possible migration of fish may be affected by <br />construction or existence of the facility, the permittee shall <br />design the facility, and schedule and conduct his operation so as <br />to allow free passage of migratory fish and prevent any <br />5 <br />
