and area of impacted wetlands; area and volume of excavation; and <br />the location of any proposed upland disposal site for temporary <br />fill associated with the roadway crossing. Submittal of a <br />functions and values assessment of the impacted wetlands is <br />encouraged. Applicants are expected to avoid and minimize <br />adverse impacts to wetlands to the maximum extent practicable <br />{Refer to condition number 14 below). <br /> <br />3. A written legal description of the project <br />location. <br />4. Written evidence of clearance from the Colorado <br />Division of Wildlife (Refer to condition number 1 below). The <br />Colorado Department of Transportation may fulfil this requirement <br />through use of its programmatic Senate Bill 40 Memorandum of <br />Agreement with the Colorado Division of Wildlife. <br />5. If the proposed activity will be located on Indian <br />lands, you must obtain an individual water quality certification <br />under Section 401 of the Clean Water Act from the U.S. <br />Environmental Protection Agency (Refer to condition number 2 <br />below). <br />6. A written statement indicating that you have read, <br />understand and agree to abide by the terms and conditions of this <br />permit. <br />7. A set of drawings/sketches (to scale) showing: <br />a. the project location; <br />b. plan or top views of all temporary and <br />permanent work subject to the Corps of <br />Engineers jurisdiction; and <br />c. cross-sectional or side views of all temporary <br />and permanent work. <br />l J <br />8. A compensation mitigation plan for unavoidable <br />wetlands impacts. Applicants are encouraged to include, at <br />least, one to one, acre for acre, in-kind, on-site mitigation. <br />Applicants are also advised that, under Colorado law, additional <br />replacement water may be required if a particular river or stream <br />system is overappropriated and a mitigation ratio is greater than <br />1 to 1. Your mitigation plan should include the following, at a <br />minimum: <br />a. Identification of specific mitigation goals and <br />objectives; <br />b. Description of the mitigation site current <br />conditions; <br />
