Molino, Inc., within the state of Colorado and has been designated, as Lessee, the operator of the mill for Colina Oro Molino, Inc. 1.4 The Cash Mine Permit No. M-83-141 was originally issues to the Gold Hill Mining Company on September 7, 1983. This permit was amended and transferred from the Gold Hill Mining Company to the Gold Hill Ventures Limited Partnership on September 26, 1985. At that time, the Gold Hill Ventures Limited Partnership assumed all responsibility for his permit, as amended, and the Gold Hill Mining Company was relieved of all responsibilities concerning the Cash Mine operation. On October 18, 1991 the Colorado Mined Land Reclamation Board approved the succession of operators from the Gold Hill Ventures Limited Partnership to Gold Hill Ventures (a Colorado Mining Partnership) and Colina Oro Molino (a Washington corporation). On that date, the Successor Operators became responsible for all provisions in Permit No. M-83-141, as well as those specified in the Mineral Rules and Regulations, and the Gold Hill Ventures Limited Partnership was relieved of all responsibilities concerning this operation (see Mineral Rules and Regulations Number 1.7). 2. Public Hearing: The Mined Land reclamation Board conducted a Formal Public Hearing on March 26, 1992 to consider possible violation of the terms of Permit No. M-83-141 and C.R.S. 34-32-101 et sea. 3. Findings of Fact: Pursuant to the authority vested in the State of Colorado Mined Land Reclamation Board by C.R.S. 34-32-124, the Board made the following findings of fact: 1. Gold Hill Ventures Limited Partnership and Colina Oro Molino, Inc. is permitted to conduct a mining operation under the terms of Permit M-83-141 located in Boulder County, Section 12, Township 1 North, Range 72 West of the 6th P.M., in Boulder County, Colorado. 2. The Mined Land Reclamation Board conducted a Formal z
