<br /> <br />REASONS FOR NOT COMPLETING WORK THAT WAS TO BE COMPLETED BY JUNE <br />1990: <br />1. WILLIAMS CANYON: <br />a. Trees not planted by Tune 1, 1990. <br />Throughout the violation hearings considerable interest ire the <br />monitoring of the success rate of the tree planting was expressed by <br />several parties. If these trees were planted before the trees were <br />planted along the access road to the quarry, then data produced on the <br />Williams Canyon tree planting (begun in April or May 1990) could not <br />validly be compared to the success rate of tree plantings along the <br />access road if those trees were planted in the autumn (late September or <br />early October 1990). To allow the monitoring system to produce the most <br />useful information for future applications at this operation and other <br />tree planting areas, it was decided trees in both areas should be <br />planted at the same time, using the same methods. If monitoring the <br />success rate had not been of such interest during the hearings as <br />expressed primarily by the objectors then there would have been little <br />reason to delay the planting. Therefore, trees currently in storage and <br />under maintenance will be planted in both areas in late September or <br />early October 1990. The Colorado State Forest Service Nursery has <br />informed us that this approach is appropriate for these particular sites <br />(telephone discussion with Randy Moench on June 4, 1990). <br />2. ROAD SIDE DAMAGES: <br />a. Trees not planted by June 1, 1990., <br />i. INCOMPLETE GRADING AND TOPSOILING: Because the grading <br />and topsoiling, particularly of Disturbance Area yy, was far more <br />difficult, complex, and time consuming than was expected and because the <br />installation of the culverts took longer than expected to complete, the <br />grading was not completed in time to plant trees and have a suitable <br />degree of success in the planting. <br />ii. PROBLEMS WITH DISTURBANCE AREAS #2 AND #3: The compa;ay <br />that did the work on Disturbance Area /{4 determined they could not <br />feasibly do the work on these other two areas with their equipment. <br />Their reasons were, 1) there is an insufficient amount of material o;z <br />the slope to construct benches from which the equipment could work, +ind <br />2) the slope is too steep for equipment to work on directly, even uruier <br />the best of conditions. <br />Page Q of 7 SNYDER CAP UPDATE 6-27-90 <br />
