<br /> <br />REASONS FOR NOT COMPLETING WORK THAT WAS TO BE COMPLETED BY JUNE <br />1990: (CONTINUED FROM PAGE <br />iii. MAY SNOWSTORM: In early May, about two feet of very wet <br />snow fell on the site. After melting, the soil and subsoil materials on <br />the slopes were so saturated equipment could not complete topsoilin; of <br />Disturbance Area #1 until late May after the surface had dried <br />sufficiently. By that time it was too late to plant trees. If the <br />snowstorm had not occurred then trees would probably have been planted <br />on Disturbance Areas #1 and in Williams Canyon (that would have bee;i a <br />valid comparison of success rates for the tree plantings in both ar~:as). <br />3. SILT RETENTION FACILITY: Nothing was required to be done by June 1, <br />1990. Facility is being laid out for construction in late June or :in <br />July 1990. <br />4. CULVERTS: Resolution of differences of opinion was to be resolv~:d by <br />March 31, 1990. Awaiting responses from Cedar Heights Lenders regarding <br />the options they feel are best for the situation (they have been <br />reviewing the plan since March 21, 1990). Once a decision is made zis to <br />the option selected, it is a comparatively simple matter to install it. <br />5. ROCKFALL HAZARD: Nothing required to be completed by June 1, 1900. <br />6. OTHER FACTORS: <br />1. Since the Corrective Action Plan was approved Gordon Morgan, <br />President of Castle Concrete, and Mark Heffner, Castle Concrete's <br />reclamation consultant, have been heavily involved with the Queen's <br />Canyon Quarry. Part of the several hundred hours they have spent <br />involved actual meetings, but most of this time involved planning tFie <br />final disposition of the Queen's Carryon Quarry and, to a lesser extent, <br />the other two quarries. Because of these unusually intense time demands <br />needed to complete these important negotiations, other reclamation <br />projects at other operations had to be canceled for 1990. What liti.le <br />time was left was devoted to completing this work and other essentis.l <br />reclamation work at the Queen's Canyon Quarry and the Hobson Ranch F'it <br />~1. Next spring it will be necessary to catch up on the work that t.ad <br />to be canceled this year simply because there was insufficient time to <br />implement that work. It is Castle Concrete's position that the time <br />spent in finding a solution to the Queen's Canyon Quarry situation that <br />is satisfactory to a majority of the public interested in that matter is <br />time well spent. But the time requirements are so vast, severe <br />prioritization of other work was required. The Snyder Quarry Corrective <br />Action Plan was placed as a top priority, but time was so limited even <br />it did not get entirely finished. If the major snowstorm had not hit in <br />early May, it is probable there would have been time to plant trees on <br />at least those areas that were finished with topsoiling and in Williams <br />Canyon. <br />Page 5 of 7 SNYDER CAP UPDATE 6-27-90 <br />
