Exhibit E -Reclamation Plan <br />2. WSF Construction at Worthing Pit- If the geology is suitable, the lined WSF will <br />be constructed and tested during this period. Excavation to deepen the WSF beyond <br />the gravel depth wilt be limited to fhe quantity of material necessary for minimal <br />reclamation of the Expansion Area North (Exhibit F-1, Reclamation Plan A). A <br />Technical Revision describing this plan and bonding changes will be submitted <br />before the WSF construction. <br />WSF Deepening - Afrer the WSF design has been approved by the State Engineer, <br />the bond will be reduced by the cost of construction, and the bond will be revised for <br />deepening the WSF to its final design depth and for reclaiming the Expansion Area <br />North as shown in Exhibit F-2, Reclamation P-an B. A Technical Revision <br />describing this plan and bonding changes will be submitted before the WSF is <br />deepened. <br />4. Mining Expansion Area South -The Expansion Area South will be mined and <br />reclaimed using the same methods described for Expansion Area North. Bonding and <br />final reclamation contours will be provided under a future Technical Revision. <br />Once backfill and grading are complete, available topsoil or suitable growth media will be spread, <br />followed by seeding, fertilizing, and mulching. Drought-tolerant seed mix used previously for <br />successful reclamation at the Worthing Pit will continue to be implemented. <br />1f all of both Pit Lakes 1 and 2 are converted to a lined WSF, there will be minimal infiltration of <br />groundwater and negligible groundwater exposed to evaporation, Should the WSF not use all of <br />Pit Lakes 1 and 2, no more than the pre-1981 total surface area of 28 acres will be lefr exposed to <br />evaporation at closure of the amended permit area (Worthing Pit and the Expansion Area) without <br />an approved water augmentation plan. <br />RECLAMATION PLAN A <br />Tbis section will describe planned reclamation activities for Reclamation Plan A. Under this <br />plan, reclamation activities at the existing Worthing Pit and the Expansion Area Nortb will be <br />concurrent and consistent with a post mining land use of mixed residential and recreational. <br />Worthing Pit <br />Pit Lakes <br />Over 25 years of mining activities at the Worthing Pit have produced three pit lakes (Pit Lake 1, <br />Pit Lake Z and Pit Lake 3} totaling approximately 57 acres as shown on Exhibit C-1. Pit Lake 1 is <br />44.5 acres, Pit Lake 2 is 9.5 acres and Pit Lake 3 is 3-acres. Per Technical Revision (TR 9/84), <br />dated September 7, 1984, the approved reclamation plan includes a total lake surface area of <br />approximately 27.5 acres to remain with no backfilling at mine closure. <br />Under this amendment, approximately 57 acres of total lake surface will remain following the <br />closure of Worthing Pit as shown in Exhibit F-1, Reclamation Plan A. No final highwalls will <br />remain, as the pit lake embankments will be backfilled and graded to blend with the surrounding <br />topography. All permanent lake embankments will be graded to a maximum 3H:1 V slope with a <br />top elevation to blend with surrounding topography. Existing Pit Lake 3 will not be disturbed, as <br />it has been reclaimed as a pond and is currently used for fishing. <br />1898-Frei 112 Exhibits_(4.20.05).doc E-2 <br />
