to travel? All culverts should be removed and the historical
drainage reestablished.
Cotter Response
Please see Cotter's response to MLRD Comment E. 3.
E.18. Comment:
Prior to topsoil placement on access roads, parking
areas, etc., all compacted areas should be ripped to provide
for aeration and the downward movement of water.
Cotter Response
The subsection of Exhibit E entitled "Revegetation" has
been revised in response to this comment. The "subsoil"
material underlying areas that will be topsoiled consists of
large rock fragment with high permeability. Ripping is not
expected to be necessary, nor is it considered feasible given
the nature of the highly porous "subsoil."
E.19. Comment:
Please describe what reclamation and stability work will
begin in the 1983 summer season.
Cotter Response
During the summer of 1983, Cotter will remove the south
one-third of the east waste dump to insure stability of the
dump.
F. 1. Comment:
This map portrays the entire site of the project as being
recontoured with all historical drainage patterns reestablished
with the exception of drainage onto the waste dumps. All
proposed diversion structures and energy dissipation structures
must be clearly portrayed.
Cotter Response
Please see Cotter's response to ML RD Comment E-6.
-13-
