Comment: <br />In order to assist in the establishment of a diverse <br />vegetation cover as required by the performance standards, <br />and to increase wildlife use of this site, the staff recommends <br />that the operator incorporate a variety of native trees, <br />shrubs and forbs into the revegetation plan. <br />Cotter Response <br />Table E-1 of the amendment application will be revised <br />in response to MLRD Staff guidance and will include trees <br />and shrub and forb species. <br />E.15. Comment: <br />The staff recommends that the operator apply a minimum <br />of 4 to 6 inches of topsoil over all regraded slopes with <br />the exception of slopes steeper than 1 1/2(H); 1(V). The <br />staff suggests that 4 to 6 inches of topsoil may not be a <br />sufficient root growth medium over the waste dumps, please <br />describe how the operator arrived at 4 to 6 inches of topsoil. <br />Cotter Response <br />Please see Cotter's response to MLRD Comment E.7. In <br />addition, please note, Cotter does not plan to topsoil the <br />side slopes of the waste dumps unless the results of the <br />water quality impact study suggest otherwise. <br />E.16. Comment: <br />After spreading the topsoil over a nicely graded site, <br />the operator should not water and compact the topsoil. This <br />activity would destroy the soil structure and reduce its <br />ability to support the desired vegetation. Subsidence will <br />not be a problem on 4 to 6 inches of topsoil and erosion can <br />be controled by methods other than compaction. <br />Cotter Response <br />The text of page E-9 has been revised to indicate that <br />compaction of topsoil will not be undertaken. <br />E. 17. Comment: <br />Please justify why the haul roads are not being obliterated <br />and recontoured prior to seeding. Where would fire trucks need <br />-12- <br />
