C~ <br />International and Global Policy Analysis ' <br /> ' <br />RCG/Hagler, Bailly bas established itself as a leader in setting environmental priorities on a global <br />scale, and establishing economically and scientifically sound environmental policies in developing and <br />industrialized natioac alike. By integrating our capabilities in natural resource economics, , <br />environmental sciences, regulatory policy-making, technology transfer, and environmental law, <br />RCG/Hagler, Bailly offers a unique perspective for both public and private sector initiatives to <br />protect the environment. We have applied our expertise to the design and evaluation of ' <br />environmental policies in Eastern Europe, the Pacific Rim, and other locations throughout the world. <br />Examples include: <br /> <br />^ Carbon 5equestratlon Analysis <br />For the Climate Change Division of EPA, RCG/Hagler, Bailly estimated the amount of ' <br />carbon that could be sequestered under two tree planting programs: America The Beautiful <br />(ATB) and Stewardship Incentives (SIP). The costs and amounts of carbon sequestered by <br />both programs were estimated under alternative findingi levels for the next twenty years. ' <br />^ Analysis of Transportatlon-Related AIr Pollution in Hungary <br />In a study sponsored by US AID, RCG/Hagier, Bailly conducted an analysis of the costs and <br /> <br />benefits of controlling air pollution from the transportation sector. This analysis has allowed ' <br />officials to select the mix of policies that generate the largest social benefits for the smallest <br />environmental investment. <br />' <br />^ Madetlrrg Climate Change Impacts <br />For EPA's climate change division, RCG recently conducted a study of the potential for <br />modeling climate change in the state of South Carolina. The study reviewed general ' <br />equiL'brium and other economic models used to predict climate change impacts and assessed <br />the potential for integrating likely impacts on water resources into the economic models. <br /> , <br />^ ERects of Energy Conservatlon on Global Climate Change <br />RCG/Hagler, Bailly analyred the effects of energy conservation with a model that simulates <br />residential, commercial and industrial utility customer responses to conservation initiatives ' <br />such as incentive programs, carbon taxes, and appliance standards. The model, developed <br />by RCG/FIagler, Bailly, forecasts changes in atmospheric carbon emissions that can be <br />expected from these programs. ' <br />^ PoBcy and Instltutloa Building in ASEAN Countries <br />In this project on behalf of the U.S. AID ASEAN mission, RCG/Iiagler, Bailly is providing <br /> <br />assistance in the areas of institutional development, trade and investment promotion, and ' <br />technical training to generate environmental improvements in the ASEAN countries of <br />Brunei, Indonesia, Malaysia, Phillipines, Singapore, and Thailand.
