The training and rtise of senior <br />staff members are summarized below and also listed on the following page. To mplement the <br />firm's full-time staff, RCG/Hagler, Bailly has established a network of natio ally recognized <br />consultants in fields related to environmental management, drawing upon these errs as needed. <br />Select key consultants are listed oa page eighteen. <br />^ Robert D. Rowe, Senior Vice President. Dr. Rowe specializes in environme tal and natural <br />resource economics, econometrics, risk assessment, and survey research. He is a nationally <br />recognized expert on the measurement and valuation of health and welfare effects environmental <br />pollutants. Dr. Rowe has served as the lead economist on some of the most pr minent natural <br />resource damage assessments conducted in the United States under CERCIA (Sup rfund) statutes. <br />Dr. Rowe also serves as the project manager for the New York State Environmen al Externalities <br />Cost Study. He has designed numerotu contingent valuation surveys concerning wide range of <br />health and welfare effects of pollution. Author of two books, Dr. Rowe has pub ' hed more than <br />two dozen articles in leading pcer-reviewed journals, such as Journal ojEnvironntentt Economics and <br />Management, Land Economics, International Economic Review, and Journal of Air PoUutio+t <br />Control Association. Dr. Rowe currently serves as a consultant member of the EPA's Science <br />Advisory Board, and is a former board member of the Association of Environme tal and Natural <br />Resource Economists. Prior to joining RCG/Hagler, Bailly, Dr. Rowe was an vomits faculty <br />member at the University of Wyoming and Denier University. Dr. Rowe h Ids a Ph.D. in <br />economics, with emphasis in econometrics, from Texas A&M University, and a B S. in computer <br />science from Michigan State University. <br />^ Jeck J• Schramm, Senior Vice President. Mr. Schramm, who has exte ve private and <br />public sector background in environmental policy development and impleme ration, directs <br />RCG/Hagler, Bailly's national and international waste management and institution wilding studies. <br />Before joining RCG/Hagler, Bailly, Mr. Schramm was founding director of g vernment and <br />regulatory affairs for Waste Management, Inc., utilizing his expertise in regular ry compliance, <br />environmental programs, strategic planning, and legal analysis relating to waste ind try issues. In <br />a public capacity, Mr. Schramm served as regional admin~ctrator for Region III (Phil delphia) of the <br />EPA, where he was directly responsble for the administration of all federal enviro ental laws in <br />the Mid-Atlantic region, trvetseeing regulatory compliance actions affecting a vane of industries, <br />including stcel, coal, chemical, and power generation facilities. Prior to working f r EPA, he was <br />a practicing attorney and senior public affairs consultant specializing in institutional ecision making <br />and served eight years as a member of the Missouri House of Representatives, whe be developed <br />a comprehensive state environmental program.
