Exhibit E -Reclamation Plan.
Parkerson Construction, Inc. proposes to reclaim the affected land as farmland, the
primary land use in the area. Reclamation will use scrapers to pick up, haul and spread
overburden and topsoil over the pit floor. Dump trucks will haul stockpiled topsoil and
overburden to the top of the pit slopes where the material will be pushed downward with a
dozer.
The proposed post-mining land use complies with adopted state and local land use
plans and programs.
Grading will create a topography appropriate to the final land use. b4aximum
slopes of 3H:1 V will be compatible with the configuration of surrounding conditions and
the final land use. The pit floor will be graded for farming.
Stockpiled topsoil will be stored and configured to minimize erosion and will be
located in areas where disturbance by mining operations is minimal. Topsoil stockpiles
will not be moved until needed for final reclamation.
Pit slopes will be vegetated to establish along-lasting vegetative cover capable of
self-regeneration without dependence on irrigation, soil amendments or fertilizer.
Surrounding area vegetation is primarily crops and natural vegetation.
The acreage figures for land to be reclaimed differently do not match on the map
because an adjustment was made for the greater net surface area a 3H:1 V slope would
create, as opposed to the surface area shown on the map. Acreage figures on the maps
will be revised.
Reclamation will begin in the west end of the pit when mining disturbance
approaches 40 acres. Present site disturbance is 22 acres. When mining is completed in
Area 1, is underway in Area 2 and when product stockpiles on the 22-acre pit floor are
depleted or nearly depleted, reclamation in the west end of the pit will begin. Reclamation
will be completed in segments of 5 to ] 0 acres, in the most practical, logical way. Tasks
involved will use scrapers to haul topsoil and overburden to a minimum depth of two feet
over the pit floor. Topsoil and overburden stripped from Area 2 may be hauled and placed
directly on the pit floor in the western area of the pit.
Before placement of overburden and topsoil, the pit floor, will be graded. Dump
trucks will haul topsoil and overburden from stockpiles or from stripping operations to the
top of the 3H:1 V slopes to be dumped over the edge of the slope. The dumped material
will be dozed downward and spread over the slope from top to toe to a minimum depth of
6 inches. Seed will be broadcast on the slopes in quantities required by the Mesa Soil
Conservation District.
