Please provide <br />additional information to support the adjustment factors used by PWCC or revise the <br />estimate in accordance with our comments. <br />38. Worksheet TS-1, Replace Topsoil All Areas -The task description is for replacement <br />of 1.2 feet of topsoil on the mine area. Our calculations indicate that 1,349,392 ]cy of <br />topsoil would have to be hauled. PWCC estimates 1,130,395. As was stated above, the <br />Division questions the bulking factors used to obtain a total volume of topsoil to be <br />replaced. Please provide the Division with additional information to support PWCC's <br />calculations. We ran some estimates for identical tasks in PWCC's estimate, the results <br />of which are attached. In verifying PWCC subtasks for topsoil replacement, we had the <br />following concerns. <br />a. As previously mentioned, Division research indicates that contractors <br />would replace topsoil during daylight shifts only, so PWCC's assumption <br />of double shifts for estimating these costs would not be appropriate. <br />Please revise the estimate based on single shifts. <br />b. Maximum payload and volume for a Caterpillar 637E Scraper is 75,000 <br />lbs and 31 cy, respectively. PWCC uses a density of 2,081 lbs/lcy for <br />topsoil. Our estimates indicate that the maximum payload for topsoil <br />would be 36.04 lcy. Volume, then would be the limiting factor at a <br />maximum of 31 lcy. PWCC used 35.6 Icy. PWCC's resulting hourly <br />production is 2,100 lcy, compared to our estimate of 1,9001cy/hr. Please <br />provide the Division with documentation to support PWCCs estimated <br />volume, or revise the estimate using 31 lcy. <br />39. Worksheet REV-1 and Table 13-5-1, Revegetate Mine Area - We did an estimate for <br />the same areas using the same seed mix. Our estimated cost was considerably higher <br />than PWCCs. Contributing to the disparity were: <br />a. The approved permit application states that soils will be tested and when <br />necessary, 186-0 fertilizer will be applied at a rate of 2001bs/acre. We <br />assumed that, worst case, the entire area would require soil amendments. <br />c. As previously mentioned, we used failure rates of 20% for drill seeded <br />areas and 100% for shrub and tree transplant areas. <br />d. We included estimated costs for stubble mulch on 732 acres, in <br />accordance with PWCCs currently approved revegetation plan. <br />Our seed costs and seed bed preparation were somewhat lower than PWCC's. We <br />substituted similar species where no cost data was available. Please provide further <br />information to support PWCC's calculations, or revise the costs in accordance with our <br />comments. <br />e.
