40. Worksheet SE-1, Support Equipment and Labor - PWCC's estimate of these costs was <br />higher than the Division's. <br />a. PWCC included costs for fuel and lube trucks for three months. The <br />costs for the fuel and lube trucks are included in the Division's hourly <br />costs for each piece of equipment. This cost can be omitted. We do, <br />however, include costs for mobilization and demobilization of this <br />equipment. <br />b. PWCC included an estimated cost for 1,000 hours of mechanic time. The <br />Division includes this in hourly equipment costs. This cost can be <br />omitted. <br />c. PWCC included light plant costs for five plants for three months. Since <br />the revised total project hours have not yet been established, we have not <br />determined a cost for comparison to PWCC's figures. We would estimate <br />a need for five to six plants operating 25 percent of the total bulk <br />earthmoving hours. This is based on the assumption that half of the <br />second shift would be in darkness. Hourly costs for the light plants and <br />one operator are $8.48 and $20.69, respectively. One operator can <br />operate up to eight light plants. Please revise PWCC's estimate <br />accordingly. <br />41. Worksheet DEMO-1, Demolition of Mine Buildings and Other Structures - PWCC's <br />estimated costs for demolition were somewhat lower than the Division's. Differences <br />were: <br />a. The Division includes estimated costs for sludge removal for fuel tanks. <br />The volume used is 2 percent of the total tank volume, at a cost of <br />$1.56/gallon. Please include this cost in PWCC's estimate. <br />b. The Division is now using 1993 costs from Means. Please update PWCC's <br />costs accordingly. <br />c. Our costs per acre for seeding corridors were higher than PWCC's, for <br />reasons outlined above. Please provide additional information to support <br />PWCC's costs or revise them. <br />d. Our estimate includes a location adjustment factor of .025. Please include <br />this factor in PWCC's estimate. <br />42. Worksheets RIPFAC-1, PR-1, and HR-1, Ripping facilities areas and roads -The <br />Division estimated ripping costs to be higher than those estimated by PWCC. The main <br />difference in our estimates is the width ripped per pass. Our estimate is based on a <br />beam width on a D11N of 9.83', with 4.91' pocket spacing. The beam width plus half <br />the pocket spacing would be 12.29', which is the area which would be ripped in two <br />passes. Therefore, each pass (cut space) would be 6.15' wide. PWCC used 8.5'. Please <br />explain the 8.5' spacing, or revise the estimate to 6.15'. <br />ary en t '7 July 13, 1993 <br />
