32. Tables 13-1-2 through 13-1-9 give a breakdown and the totals for hourly equipment costs <br />used in PWCC's estimate. These figures differ from those accepted by the Division. <br />I have enclosed hourly equipment costs we have established based on Dataquest <br />publications and regional information. Please revise your estimate using these costs. <br />33. Worksheets WC-3, WC-4, WA-3, and WA-4 - We have the following questions and <br />concerns: <br />a. What is the source for the drilling rate used in PWCC's estimate? Our <br />sources indicate an unadjusted rate of 2 fpm. <br />b. Division research resulted in a bit cost of $1,500.00/bit. Please provide <br />documentation that an independent contractor could obtain the bits at <br />PWCC's estimated cost of $1,200.00/bit, or revise the estimate to <br />$1,500.00. <br />c. Do PWCC's explosives costs of $.125/lb include fuel oil, blasting caps, <br />cords, and/or primers? <br />d. PWCC's estimate does no[ appear to include costs for a bulk truck and <br />a cap truck. Please revise the estimate to include those costs. <br />e. PWCC's estimate does not appear to include costs for benching and <br />grading prior to drilling. Please revise the estimate to include these costs. <br />f. Our estimated hourly equipment costs were higher than PWCC's. Please <br />revise the estimate using the attached hourly equipment and labor costs. <br />34. Worksheets WC-5 and WA-5, Doze highwall material into open pit -The volume figures <br />used by PWCC show a swell factor of 1.15 for blasted rock. We believe a swell factor <br />of 1.25 to 1.3 is more appropriate. The material consistency adjustment factor used by <br />PWCC is .8. We believe a factor of .7 is more representative of blasted rock. PWCC <br />included an adjustment for a dual tilt blade. The Division does not normally include <br />this adjustment. PWCC used an efficiency factor of .75, based on a 45 minute hour. <br />The Division allows a factor of .81 for double shifts, an average of Caterpillar suggested <br />factors of .83 for single shift work and .79 for triple shift work. The variance in <br />adjustment factors results in a significant difference in total project hours between our <br />estimate and that of PWCC. We estimated total time for the task at 2,263 hours, <br />PWCC estimated 1,810 hours. A copy of the Division's cost estimate for these tasks is <br />included. Please provide additional information to support the adjustment factors used <br />by PWCC or revise the estimate in accordance with our comments. <br />35. Worksheets WC-6, WC-7 WA-6 and WA-7, Doze adjacent two spoils into pit and Grade <br />last two spoils -PWCC used a material consistency adjustment factor of 1.2. We believe <br />a factor of 1.1 is more applicable to spoils at the Seneca II Mine. The comments above <br />concerning dual tilt and job efficiency would also apply to these tasks. A copy of the <br />Division's cost estimate for these tasks is included. Please provide additional <br />information to support the adjustment factors used by PWCC or revise the estimate in <br />accordance with our comments. <br />36. Worksheet CC-1, Grade Cow Camp Area - It would appear that the volume figures for <br />bcy and Icy are reversed. If this is the case, please make the correction. <br />ary en t 5 u y l 3 <br />
