End of 1998 Reclamation Scenario

This scenario is studied since the operation may be reclaimed based the site as it exists at the
end of 1998. The plan view map of the site as it exists at the end of 1998 is shown on Page 89-4
of Exhibit L. This shows a total disturbed area of 143.4 acres, which includes 2 lakes of a total
28.4 acres, 7.9 acres of topsoil piles, 22 acres of backfilled sand areas and 10.4 acres of re-soiled
areas immediately west of the sand pile.
For this scenario, the sand pile would be pushed into the 17.3 acre lake immediately southwest
of the sand pile. In fact, it is likely that the sand pile will not fill this lake entirely. As shown in
Exhibit L, 532,000 cy of sand will be moved, and the southwest lake is approximately 1050 feet
long x 750 feet wide and averages 30 feet deep. This volume is 875,000 cy. For this reason, a
partial lake is shown to be retained in this area after reclamation.
The plant area of49.2 acres, is to be reclaimed as an industrial site, although the recently added
land on the west side of the plant area is not disturbed and would not be affected by this
reclamation.
The status of reclamation areas at the end of 1998 is shown below:
Area Maximum
Bonded Maximum to be
Retopsoiled Maximum to
be Seeded
Plant Area 49.2 acres 0.0 0.0
Large Sand Pile 19.4 acres 19.4 19.4
Small Sand Piles Behind Lake 12.0 acres 12.0 12.0
Lake 28.4 acres 13.4 13.4
Topsoil/Overburden Piles 7.9 acres 0.0 7.9
Area of Topsoil Stripping 6.1 acres 6.1 6.1
Regraded and Topsoiled Area 10.4 acres 0.0 9.2
Regraded Area with no Topsoil 10.0 acres 10.0 10.0
Total Maximum Disturbed Area 143.4 60.9 78.0
The topsoil availability is approximately 7.9 acres x average height of 9.5 feet resulting in a
quantity of 121,080 cubic yards.
