The underground mining equipment not used in the reclamation
activity will be stared in the =_torage area until removed from
the minesite to the county dumps or sold as scrap. Non-coal
wastes generated during the mining operation, such as grease,
lubricants, paints, flamable liquids, garbage, and other
combustibles will be stored on the surface facilities area in
trash containers to be disposed of in the county dumps. ,The
buildings wilt also be dismantled and removed from the
property. Any concrete foundations which, if left in place
would be covered with less than two feet of cover after
obtaining final grades, will be removed and placed in the
underground workings. The portals will then be sealed using
seals as shown on Drawing 8: Typical Portal Seals.
If reclamation occurs before all of the mineable reserves are
extracted from underground, the portal structures will reamin
in place and be covered. The lease requires Eastside Coal
Company to maintain the integrity of the underground mine
including portals and -access thereto for possible future
mining/exploration activities. If the coal reserves accessed
by the portals is exhausted, the portal structures will be
broken and placed in the underground workings behind the:.seals.
The coal waste and rock material present in the surface
facilities area will be used to backfill around the portal
areas to the greatest extent possible. Any excess material
will be removed to the approved waste disposal site. Any soil
material in the surface facilities area which, after removal of
the coal waste and rock surfacing, is free from contamination
by coal will be used to cover the coal and rock material.
The Caterpillar Performance Handbook, Edition 14, indicates
topsoil has an expansion factor of 30%. During replacement of
the soil an 8-10% loss of loose volume results due to
compaction occurritrg during placement of the soli. The '
resultant is a 20% swell factor from the original bank ya~^ds to
reclaimed in place yards. ~
Four feet of soil will be salvaged from the waste disposal
site. The total amount of soil to be salvaged from the waste
disposal site is 9,;100 bank yards. Approximately 6,000 yards
will be used in covering the waste pile with two feet of
material. The excess of 5,000 yards will be available to cover
the reclaimed surface facilities area where coal waste is
exposed to obtain a maximum of two feet of material aver coal
waste.
108 Revised 8/89
