• s
1. J. Dudash - 2 - Mav l2, 1999
2.04.9 Soils Resource Information
A supplemental soils report was prepared for the area to be disturbed by the truck loadout
and the relocation of pond B. Two soil depth measurements were taken at each azea. The
soils are similar to those reported as the Meadow silty clay loam series in the original soils
study, a typic Haplorgid.
2.04.10 Vegetation Information
The area to be disturbed by the relocation of pond B was not included in the original
vegetation inventory prepared during 1995. Matthew Hayes inspected the site twice in
1998. He is convinced the vegetation is very similar to the Lower Meadow Community.
Volume III -Exhibit 8 -Site Ditches Culverts and Ponds
A thorough evaluation of the site drainage design was performed to assure existing and
new ditches and culverts would be able to handle the design flow resulting from the
additional disturbance. Additionally, run-off from the office location and office parking lot
was reviewed. The project did require the design of an number of new ditches and
culverts at the coal stockpile and truck loadout area and a few new ditches immediately
below the portal level.
The capacity of Pond C was confirmed. The volume of can-off from the l0-year event
from the pond C drainage only increased 0.02 acre-feet. This includes run-off from the
recently approved expansion of the material storage azea located on the southeast edge of
the portal bench. Pond B will be relocated south of old State highway 133. Its design
capacity will more than handle the run-off from the ] 0 year event.
Maps
Two new maps are added to the permit by this technical revision. The two are Maps 15-?
and 21-3. This was required because there was insufficient coverage of the permit
boundary and disturbed area along old State Highway 133. Maps 15-1, 15-2 and 15-3
show the permit boundary and disturbed area and mine facilities along old State Highway
133 from west to east respectively. Likewise, Maps 21-1, 21-2 and 21-3 show the permit
boundary and drainage structures from west to east respectively.
Air Pernuts
The Air Qualtiy Control Commission has issued draft permits for the Bowie No. 2 Mine.
The draft permits allow production at the mine to increase to 5 million tons per year and
also allow for the 350,000 ton coal stockpile which will be located along old State
Highway 133.
