Rule 4.0.14 Transfer of Wells <br />Incompliance by exception. Two wells are permitted on the site (Sec 2.03.10, page 31). No <br />wells have been transferred. <br />Rule 4.05.1 ~ Water Rights and Replacement <br />In compliance by exception. No injury is known to have been sustained to any owner of vested <br />water rights. <br />Rule 4.05.16 Discharge of Water into an Underground Mine <br />Incompliance by exception. There is no such discharge at the site.. <br />Rule 4.0.17 Rehabilitation of Sedimentation Ponds, Diversions, et al <br />Incompliance by exception. The permit area has not been abandoned. <br />Rule 4.05.18 Stream Buffer Zones <br />[n compliance by exception. There aze no stream buffer zones on the site. <br />Rule 4.06 Topsoil <br />In compliance. No stripping of undisturbed topsoil is anticipated during the remainder of the <br />Permit. Topsoil was stripped from azeas of disturbance and stockpiled. The stockpiles are <br />stable. Topsoil is redistributed as reclamation progresses. The topsoiled azeas are fertilized with <br />manure as seeded (Permit, pages 114b through115). Replacement depths of topsoil are: <br />2 feet, over 6 feet of overburden spoil cover on ash (disposal areas) (PAP, 1996, Sec <br />2.05.4, page 114, line 7). <br />24" over roads (PAP, 1996, Sec 2.05.4, page 1146, line 1). <br />] 5" over the long-term spoil area (PAP, 1996, Sec 2.05.4, page 114b, line 3). <br />6" over facilities and topsand storage azeas (PAP, 1996, 2.05.4, page 114b, line 4). <br />Rule 4.07 Sealing of Drilled Holes et al <br />In compliance. All holes not required for the current monitoring program have been mined <br />through or sealed (PAP, page 1146). <br />Rule 4.08 Use of Explosives <br />In compliance by exception.
