A discussion oj[he impact of mine water discharge and refuse pile leachate on the North <br />Fork ojthe Gunnison is presented on proposed revised pages 2.05-74 and 2.05-7.i. <br />Please add a discussion ojthe impacts to users of the water after it leaves the Bowie No. <br />2 Mine site but before it reaches the North Fork of the Gunnison. <br />The operator revised page 2.05-73, adding a discussion of downstream impacts. This <br />revision brings up several more questions. <br />9a. On proposed revised pages 2.04-37 and 2.0~-73, it is stated that any significant <br />mine water discharge would need to be transported over the Deer Trail Ditch and <br />Fire ~Llountain Canal in order to avoid water q:raliry degradation. No structures <br />are in place right now to protect the water in the Deer Trail Ditch and Fire <br />A~lountain Canal from significant mine water discharge. Rule 2.O.i.ti(3)(a)(I) <br />requires that protection of surface and ground water within the permit area and <br />the adjacent area be ensured. Please revise the permit to state that Bowie wilt <br />build such structures. In addition, "significant" is not defrned. What monitoring <br />method will Bowie Resources employ to determine when the mine water <br />discharge is significant and needs to be transported over the Deer Trail Ditch and <br />the Fire Mountain Canal ? <br />96. Please provide a discussion in the permit as to the exact method that will be used <br />for bringing the mine water discharge down the hill within the permit area. <br />Please provide modified hydrology designs for any culverts or ditches that will <br />receive the additional flow. Please show any new structures on an appropriate <br />map. The revised NPDES permit states shut mine water discharge may <br />commingle with surface runoff in pond C. /f the mine mvater will be put into pond <br />C before discharge, please update the designs for that pond, as mvell as the <br />
