Comment: The proposed reclamation plan provides guidelines for use and <br /> management of existing wetland topsoil. The Division agrees with the <br /> applicant that salvaged wetland topsoil should be "live handled" <br /> wherever possible The Division also recommends that where stockpiling <br /> of salvaged wetland topsoil becomes necessary, the operator be <br /> prepazed to maintain the stockpiled wetland topsoil in a wet or moist <br /> condition until ready for use.
