5) The location of overburden stockpiles will be as follows: During stripping
operations, Pazkerson will place as much overburden material as possible on
graded surfaces. Overburden stockpiled from Mining Area A will be placed on
the existing pit floor near Mining Area A. Overburden stockpiled from Mining
Area B will be placed neaz C %i Road west of the entrance to the pit. Overburden
stockpiled from Mining Area C will be placed in the northeast corner of Mining
Area A. The stockpiles will be seeded with the approved seed mix and care will
be taken to establish vegetation on the stockpiles. Overburden stockpile locations
are depicted on the revised Mining Plan map.
(6) The topsoil stockpile will be located in the southeast portion of Mining Area A, as
shown on the Mining Plan Map. Topsoil from Mining Areas B and C will be
placed on grade in the south one-half of Area A, or on grade in Area B.
7) Parkerson will place at least 21 to 24 inches of overburden and a minimum of
three inches of topsoil on the pit floor of Mining Areas A, B and C. Pazkerson
will save all topsoil and sufficient quantities of overburden to reclaim Mining
Areas A, B and C.
8) Parkerson will not disturb more than nineteen acres of land at any one time when
Mining Areas A, B and C aze mined. Reclamation of lands disturbed in the south
one-half of Mining Area A will begin the same time as mining starts in Area B.
9) Parkerson will place at least three to six inches of overburden and a minimum of
three inches of topsoil on the pit side slopes.
10) For weed control, Parkerson will have a weed control professional spray azeas
infested with weeds once per year.
11) The Reclamation Plan Map has been revised so final pit contours tie-in to
contours shown on the Reclamation Plan Map submitted in 1992.
12) Enclosed is a copy of a letter agreement dated July 13, 1992 between Grand
Valley Power Company and Pazkerson Construction, Inc. In the letter agreement,
the parties acknowledge that mining operations are not expected to affect the
operation or maintenance of the power line. The letter agreement provides that
Pazkerson will maintain certain clearances and assume responsibility for damage
that may occur to the power line resulting from mining and associated activities.
Since the date of the Agreement, site conditions and plans are relatively
unchanged.
The PAR pointed out that certain portions of "original" (1992) mining areas A
and B could be reclaimed. In (1992) mining area A, Pazkerson will complete reclamation
of the eastern side slope, including the adjacent portion of the perimeter road surrounding
