approximately be the start of the reclaimed 4:1 slope and
reclaimed drainage channel. Please refer to Figure No. 1 that
was submitted with the September 24, 1997 package. All A pit
drainage will still flow along the toe of the boxcut spoil
down towards pond 006. Seneca will monitor the drainage
through the winter to make sure water is not being dammed up
and is heading down the drainage.
Based on our meeting with the Division on October 7th, Exhibit
19-1, Backfilling and Grading Schedule, is in the process of
being updated and a revision being submitted since it has been
almost two years since this was last revised. Seneca will take
into account the 006 gulch disturbance and update this area as
well. It will take 3 or 4 pits south of the drainage before
final backfilling and grading will occur in this area. Seneca
will initiate activities in the summer of 1998 to create as
much of the final drainage configuration as possible.
4. Specific channel designs for 005-E1, 006-E1 and 006-SE1 have
been inadvertently left out of the permit package entirely.
They will be submitted to the Division as part of the
stipulation package and the Pond 006 redesign.
5. Table 20-2, Pre- and Postmine Drainage Channel Summary, will
be updated and submitted as part of the stipulation package
and the Pond 006 redesign. Based on the assumptions and conditions used in modeling Pond
006-Phase III design, the anticipated "worst case" scenario
for the life-of-mine disturbance area has been exceeded by the
current field conditions. Seneca will reevaluate the entire
Pond 006 model and determine the best long-term approach and
solution for the 006 drainage area and submit this plan to the
Division by December 1, 1997 in the form of a technical
revision.
7. Seneca with the approval of this revision, will make the
necessary changes in the subwatershed characteristics of the
Pond 006 model mentioned in comments 6 and 7.
8. A. The only modification to sediment pond 006 phase III as-
built from the phase II as-built was the cutting of the 4"
dewatering orifice at the 7068.0 elevation. Exhibit 13-6 is an
AutoCAD drawing which I was unable to locate in the transfer
of all permit and computer information from the Flagstaff
office to the Seneca Mine when I was transferred here. It is
also true that culvert F3 is missing from Exhibit 13-6. When
Seneca submits the Pond 006 redesign a new exhibit depicting
current as-built conditions will be included.
B. The current emergency spillway elevation is 7070.8 and not
