D. Size of Area to Be Worked at Any One Time and Associated Disturbance Classifications
The applicant /operator is a County Government and as such bonding is not required, however
the pit is to maintain an open affected area (unreclaimed major disturbance) 25 acres. Areas of
Moderate disturbance (reclaimed or areas in-process of being reclaimed, smoothed and graded
and seeded not counting successful Revegetation) of less than 25 ac at a time. Reclamation will
follow mining as closely as is operationally possible. Reclamation on each Phase or Sub-Phase
will begin within one growing season after initiating the next subsequent Phase or Sub-Phase .Due
to the dry nature of the site the MRCS does not recommend mulching or fertilization.
I Major disturbance: 25 acres will include, excavations, processing and stockpile
azeas, (roadways are excluded).
II Moderate disturbance: 25 acres will include smooth grading, leveling of
overburden and placement of topsoils and seeding, (not successful Revegetation).
ID Minor disturbance: all other acreage that has been previously disturbed and has
been seeded or is in the process of being seeded.
There will be no:
1. Waste dumps to be stabilized.
2. Railroads.
3. Evaporation or settling ponds.
4. Waste storage or discharge areas.
5. Permanent structures of any kind, excluding fences.
E. Approximate Timetable to Describe the Mining Operation
I Estimate of the Periods of Time Which Will Be Required for the Various
Stages of the Operatiou.
As stated in the Rules, this is an approximate timetable for the purpose of establishing the
relationship between mining and reclamation. The rule further states "an Operator /Applicant
should not be required to meet specific dates for initiation or completion of mining in a phase as
may be identified in the timetable". This is such a massive deposit for the Operator to consume
that establishing a rational timetable for its use is quite impossible. Establishing the relationship
between mining and reclamation is comparatively simple at this time. As stated earlier, this is a
non-bonded County Government operation with the affected areas moving together in a very
gradual manner. The depth of the aggregate in each area indicates a potential yield of 16, ] 33 cy
to 32,267 cY per acre per phase. The applicant is projecting uses in this range of 30,000 to
40,000 cy per year for the next few years. This means that only 1 to 2 acres will be impacted per
year. If demand should double a maximum of 4 acres per year would be affected. This usage rate
should make it simple to follow mining closely with reclamation.
aLM /West End M-92-017 - Ex-D.
