Mr. Randy Spencer Page Six Ms. Susan Mowry August 1, 1985 • F.2 Bear Coal Company agreed to set up a monitoring program to monitor revegetation success at Bear No. 1 and Bear No. 2. This monitoring program will be kept on file for inspection by the Division. Again, the area in question will be the area under Bear Coal Company's responsibility. Bear Coal Company stated that top soil from the river channel realignment was not analyzed, but was used for topsoil in the revegetation zones at Bear No. 1 and No. 2. The Division stated that revegetation success in those areas could determine soil suitability. Therefore, it was suggested that this be tied into the vegetation monitoring program. If the soil was determined not to be suitable, then other methods such as ferti 1 i zati on woul d need to be implemented. • F.4 Bear Coal Company agreed that once responsibilities were determined in the Bear No. 1 and No. 2 area, that a time table would be completed and submitted to the Division for removal of debris, soil replacement, and seeding at Bear No. 1 and Bear No. 2. • F.5 Bear Coal Company agreed to substantiate the cost submitted for erosion netting application and this would be included in the new reclamation band estimate. G.1 Bear Coal Company agreed to submit 1985 monitoring results of the Bear No. 2 portal backfill. • G.2 Bear Coal Company stated that the proctor testing at the Bear No. 1 portal backfill had not been completed. Bear Coal Company agreed to have the portal backfill tested, certified, and submitted to the Division. • G.3 Bear Coal Company stated that the monitoring of the Bear No. 3 portal area and access road for 1985 has been completed by Ute Engineering and will be submitted.
