In its submittal dated May 12, 1999, BRL <br />responded that the culverts under Old State Highway 133 that do not appeaz on Map 21-1 <br />will be plugged and abandoned. In the submittal dated August 30, 1999, BRL provided a <br />letter from CDOT, dated August 30, 1999, that grants permission to BRL to revise the <br />culverts under the old highway. <br />18. Proposed page 58iv of Exhibit 8 states thnt ditch D-B29 receives a peak discharge of <br />8.75 cjs. Hotivever, in examining proposed Map 21-1, it appears that the lor+~er segment <br />ojditch D-B25' receives 2.91 cfs from culvert C-B20. If yo:r agree, please modify the <br />designs accordingly. <br />The Division }ias no further concems. In the submittal dated May 12, 1999, page 58iv of <br />Exhibit 8 was revised accordingly and the designs were reviewed again and approved. <br />19. Please provide ditch designs for the open riprap channel at the outlet to culvert C-B21, at <br />the west inlet to Pond B, that is depicted on proposed Map 22-8. <br />The Division ttas no further concerns. BRL revised pages 29 and 58viii of Exhibit 8 and <br />Map 22-B in its submittal dated May 12, 1999. The new designs were approved. <br />20. Does the flow design jor culvert C-B2/ take into account the road drainage from the area <br />:~pgradient and to the immediate west ojthe permit boundary ? !f not, please submit <br />revised designs taking into account this ndditional runoff. <br />The Division has no further concerns. BRL stated, in the submittal dated May 12, 1999, <br />that all of the road drainage in that area was included in the hydrology designs for that <br />culvert. No revised pages are necessary. <br />21. The Division recommends some form ojsediment control at the inlets to the three <br />drainages off ojthe coal stockpile, in order to minimize the amount of coal fines going <br />in[o the ditches, culverts and pond B. <br />The Division has no further concems. BRL stated, in its submittal dated May 12, 1999, <br />that they will place appropriate sediment control structures at the inlets to the three <br />drainage structures at the coal stockpile pad. Map 21-1 was revised to show this. <br />22. The Division E~elieves that, due to the complexity ojthe issues surrounding BRL's <br />submittal for long wall mining, it would be pr:~dent to separate out the baseline gathering <br />information that had originally been submitted in Technical Revision No. 2 and had been <br />included in Technical Revision No. 6. Please submit permit pages that revise only the <br />information relevant to the issues in Technical Revision No. 6. <br />
