SOIL STOCKPILES

All soil stockpile locations should be identified and located on the mining plan
map.
Soil stockpiles are shown on the Exhibit 1/J Part I[ -Soils and Veget l ion Map, as
identified by the dark angular overlays. The description was not in luded under
a Legend, and as indicated above, will be updated at the time of the forthcoming
Technical Revision.
EXHIBIT J -VEGETATION INFORMATION
The baseline vegetation information is adequate as submitted. he various
communities or range site descriptions should be added to Exhibit 1/ as a legend
that ties into the soil unit numbers and delineations.
Agreed. Due to time constraints, we will update the map with this in ormation at
the time of the forthcoming Technical Revision when the survey ba ed maps are
submitted.
CONCLUSIONS
With respect to success standards or release standards, the proposal of 10-25%
vegetative cover is rather arbitrary without site specific documentatio to support
it. For determining revegetation success, the Division relies on Ru e 3.1.10(1)
which states that the land should be revegetated in such a way as to establish
vegetative cover at least equal in extent of cover to the natural vege ation of the
surrounding area. Although this rule lends itself to relying on the rofessional
judgment of the inspector who is conducting the warranty release i spection, it
does provide more flexibility than a set live cover percentage. Th refore, the
cover standard should be removed from the application.
The 10-25% is a gross ocular estimate. Future vegetation stud es will be
provided to better assess revegetation efforts and aid in establishing targets for
release. The proposal was not intended to be absolute, never th less, it is
removed as a cover standard as requested.
However, for the shrub/tree plantings on this site, the Division propos s a replant
standard (one for one up to 50% of the initial stocking rate of 240 hrubs(trees
per acre) if more than 50% of any planted species dies within t o years of
planting. With proper care at planting, this should not be a problem.
Correspondence of Monday 18 May 1997 to Tony Waldron, Colorado Division of Mi erals and
Geology from Bradford Janes, for Doug Bachli, Rocky Road Quarry, DMG Permit 85-210.
7
