Page 3 of Exhibit C provides for this consideration: "The orners of <br />each Phase of the GRID will be staked or otherwise identified by a og Tag or <br />other durable label. <br />EXHIBIT C -PRE-MINING AND MINING PLAN MAPS OF AFF CTED <br />LANDS <br />Once again, the submittal of additional survey information will be ad ed to any <br />approval as a stipulation. <br />Understood, and apparently in conformance with that proposed on P ge 4 of <br />Exhibit C: "As such, differences shown should not be considered a parture <br />from the approved plan indicated under this submittal, but merely ve ification of <br />the true and accurate locations of affected lands to the GR[D and rel ed Permit <br />(Property Boundaries." <br />EXHIBIT D -MINING PLAN <br />EXTRACTION AND RELATED CONSIDERATIONS <br />As we discussed during the site inspection of May 6, 1997, it may e better to <br />mine through the hogback ridge-tops as opposed to maintaining a bu er that will <br />essentially become a highwall running along the ridge line. This sh uld only be <br />considered if it is possible to prevent overcast on the west side of t e hogback, <br />which should not be a problem considering the extraction method. In essence, <br />this will lower the entire east surface of the hogback at the same rate. <br />The original proposal tvas intended to prevent incidental movement of material <br />along the west side of the hogback. An existing road would function s an energy <br />dissipater and catch the majority of such rock unintentionally dislo ged during <br />the course of removal. Therefore, we agree with the concept o extracting <br />through the ridge as long as incidental movement of material resultin from this <br />effort is not looked upon by the DMG as a violation, since all suc movement <br />would still remain within the permit boundary. <br />Additionally, the lowering of the ridge would actually require t e area of <br />extraction to shift relative to the elevation of the back ridge. T is shift is <br />consistent with the planned reclamation and should not be considered departure <br />from the plan shown.
