7. b) DMG had requested documentation and narrative summarization regazding quantity of
suitable subsoil material available for salvage from proposed future refuse disposal areas.
This request was not addressed in the submittal. If the information is available, it should
be provided. If not, a stipulation will be placed on the permit to require submittal of
documentation regazding availability of suitable cover material prior to initiation of
disturbance within proposed future refuse disposal areas.
c) Requested summarization of the refuse cover depth study was provided.
8. DMG had requested that Tables V-6 and V-7 be amended to distinguish between interim
and permanent reclamation, eliminate inconsistencies and be brought up to date .
Requested updates were provided.
9. DMG had indicated that there was a lack of clarity in the application with regazd to which
of three seedmixes included in the application would be seeded within particulaz
reclaimed areas. DMG also pointed out an erroneous map citation.
The erroneous map citation on page V-33 was deleted. Table V-7 indicates in general the
specific seedmix that was used within particular reclaimed areas which have been
revegetated to date. Appropriate permit narrative, tables, or maps aze still needed to
identify the specific seedmix to be used within specific sites on disturbed areas to be
reclaimed in the future. Also, if the RP-1 seedmix (Table V-15A) is to be used in
reclamation of other refuse disposal areas, the application will need to be appropriately
amended.
10. Most of the concerns addressed by this item pertained to remedial revegetation of RP-I,
and were addressed by MR-108 and subsequently implemented in the field. The one
concern which is still outstanding is that the application needs to be amended to address
measures which will be taken in future refuse azea soil handling and revegetation
operations to minimize cheatgrass competition on permanent reclamation areas.
11. Modifications made with regard to seedmix rate, species, and seeding methods for RP-I
remedial revegetation would also be appropriate for revegetation of other refuse areas,
and we would recommend that the application be amended accordingly.
12. Letter of May 2, ] 997 committed operator to submit an annual evaluation of permanent
reclamation areas beginning with the 1997 Annual Reclamation Report.
13. a) The superfluous statement in pazagraph (~ on page V-58 was deleted as requested.
b) Cover sampling methods were appropriately amended.
c) Statistical formulas were appropriately amended.
