<br />14. a) DMG noted that there were 8 culverted access points onto the current refuse areas, <br />only one of which had been addressed in the permit, and requested that maps be <br />appropriately updated and that appropriate sizing documentation be provided. Amended <br />maps depicted only four additional culverted access points. Some explanation should be <br />provided, or the remaining three culverted access points should be depicted. Also, <br />SEDCAD demonstration was for the 25-year, 24-hour even[. As noted previously, <br />haulroad ditch segments and culverts which function as upper diversions for the refuse <br />areas need to be sized to pass flows resulting from the 100-year, 24-hour event. <br />Also, it was noted in reviewing amended Map 19 that it was very difficult to determine <br />the flow patterns along the North Yazd Ditch, or where runoff in the ditch would <br />ultimately be transported. BME should review and revise the map so that flow patterns <br />are obvious, accurate, and consistent with what has been constructed. <br />b) DMG noted a need for improved drainage along [he conveyor corridor between the slot <br />storage and loadout in the April 1 I letter, and requested that BME propose appropriate <br />modifications. This concern was not addressed. <br />c) BME submitted a plan and designs for rerouting drainage from a portion of the upland <br />undisturbed area above the E Portal site. The design information submitted does not <br />adequately support the proposed routing due to the following: <br />Reconfiguration of the drainage to the eastern culvert also affects other <br />culverts at the site. Based on currently approved Maps 86 and 139, it <br />appears that flows in the culvert to the west of the culvert to be plugged <br />will also be increased. Please reevaluate the effects of the proposed <br />routing for the entire E Portal bench, and ensure that all of the ditches and. <br />culverLS will be adequately sized. <br />II. BME needs to include a demonstration that the existing ditch is adequate <br />for the proposed flow routing, or submit a new design for the increased <br />flow. <br />III. Watershed boundaries and drainage patterns shown on currently approved <br />Maps 86 and 139, both showing the E Portal area, do not coincide. Please <br />either revise both maps or combine the maps for consistency. <br />Additional changes included in BME's August 20, 1997 submittal, designated l2 -15 in the <br />cover letter to that submittal, have been reviewed by the Division and no problems were noted. <br />
