~. - <br />TR-48 Adequacy Review Comments <br />Item previously resolved. <br />2. Response is satisfactory. Note typo (redundancy) in 4th paragraph on amended page <br />ILC-85. <br />3. Original comment included a reminder that amended B Seam mine plan and schedule <br />would need to be submitted and approved before B seam development commences . <br />Certain information regazding surface disturbance associated with B seam development <br />was submitted in a letter of Apri129, 1997, and in association with TR-46 (B Seam <br />Portal). <br />Updated B Seam Mine Plan Maps (Maps 120 and 135) amended to reflect the mining <br />sequence as described on pages III-6 and III-7 still need to be provided. The second <br />pazagraph under Section III.A on page III-1 is outdated and should be amended to reflect <br />the current status of the B Portal. The mining plan narrative in Section III.A.6 should be <br />updated to cleazly include B seam as well as D seam coal extraction, and the Subsidence <br />Prediction narrative (Section III.A.7.c) should also address B seam coal extraction. <br />4. Concerns with sediment ponds RP-2/3 and RP-4 aze being addressed through pond <br />cleanout to be completed this fall, and through design modifications addressed in TR-42. <br />5. The August 20 response letter indicates that Map 19 had been updated to depict a culvert <br />installed to carry flow from the end of the median ditch to the north yazd ditch. In fact, <br />the map shows that the median ditch was extended from its previous point of termiriationr <br />to connect with the South Parking Lot Ditch, with no new culvert installation. This <br />reflects the actual field modification. Documentation needs to be provided demonstrating <br />that the new ditch segment, the South Parking Lot Ditch, and Pond DP-1 aze adequately <br />sized to handle additional flow carried by the median ditch. <br />6. DMG had requested an updated implementation schedule for the refuse azea drainage <br />control modifications addressed by TR-39. Amended page IV-25A was submitted to <br />address this request, but the schedule addressed therein indicates that the work would be <br />completed by the fall of 1996. This did not occur due to weather conditions. The <br />schedule on page IV-25A needs to be appropriately amended. Also, measures to be <br />employed to prevent gully erosion on the north facing outslopes of RP-2/3 and RP-4 due <br />to seeps or concentrated flow from the active bench surfaces need [o be addressed. A <br />commitment to install temporary erosion control ditches or other appropriate measures is <br />requested. <br />7. a) Requested survey information provided indicates sufficient topsoil and subsoil material <br />in stockpiles to replace a cover depth of approximately 3.8 feet over refuse material in <br />RP-2/3, RP-4, and RP-SA. <br />
