<br /> <br />SYNOPSIS OF EVENTS <br />DATB DESCRIPTION <br />10-29-92 Division inspection - in conjunction with Jefferson County Planning <br /> and Zoning Department. The Division informed the operator that proof <br /> that the quarry walla are stable will need to be supplied to the <br /> Division. The operator agreed that an engineering study of the slope <br /> failures on the east and west walls will need to be completed, so that <br /> the proper bench configuration and backfilling plan can be devised. <br /> Accelerated tension cracking and slumping was observed on both the <br /> east and west walls. No mitigation of slope stability problems had <br /> yet begun. <br />10-29-92 A reason to believe letter that a violation exists for failure to <br /> stabilize the elopes on the west quarry wall was sent. The item was <br /> later withdrawn from the December 16-17, 1992 Board agenda since <br /> Cooley began to work on the problem. <br />10-29-92 Jefferson County indicated to the operator that emergency expansion of <br /> the east wall of the quarry could not be granted without a detailed <br /> slo a stabilit and visual im act stud bein co leted. <br />12-11-92 Division inspection - central quarry inspection. <br /> (1) west Wall - The area of slope failure had been partially regraded. <br /> The dozer was down and in the shop. Delays were experienced due to <br /> snow storms. • A significant portion of the failure is still very <br /> unstable - particularly if the area is affected by rain or wet snow. <br /> The deadline to complete heavy dozer stabilization work was extended <br /> to 12-31-92. <br /> (2) East Wall - An engineering contract had just been awarded to a <br /> contractor to characterize the rock stability conditions and recommend <br /> a plan for stabilization. <br />12-15-92 Operator informed the Division that an engineering study of the <br /> east wall is underway. The operator estimated that an amendment would <br /> be submitted to the Division in 6-7 weeks. <br />12-31-92 Division inspection - The operator had completely regraded the <br /> north end of the west wall of the central quarry in the area of elope <br /> failures. A few areas of limited size are planned to be smoothed by <br /> final grading in the spring. A small surficial tension crack along <br /> the crest of a N-NE ridge will be monitored. After final grading, the <br /> slope will be finish graded, reseeded and mulched in the spring. <br />3-11-93 Division inspection - Initial rock stability data was collected on the <br /> east wall. A baseline topographic survey had to be completed first <br /> which delayed collection of the rock stability data. In 1-2 weeks the <br /> engineering contractor will present a proposal {copy to Division) to <br /> remine the east wall on 40' x 40' or 40' x 60' benches and expand the <br /> pit limit to the east by 50-100 feet. <br />
