Please <br />indicate on the Mining Plan Map, Exhibit C, where the fine material <br />will be stockpiled. The applicant should commit to stockpiling <br />enough top soil and fine sandy overburden material to provide a 6 <br />inch cover on all mined areas to be reclaimed. <br />EXHIBIT E - Reclamation Plan <br />8. The Reclamation Plan includes tree pads, stone berm filters, <br />loadout benches and stock water basins. The addendum states that <br />tree pads will be used principally in areas which have insufficient <br />sandy overburden for bench construction and more sparingly in the <br />benched areas. The applicant stated in the addendum that the <br />overall tree pad surface area per acre was not applicable to this <br />plan due to uncertainties with the number and location of the <br />benches. It was discussed during the informal conference on <br />December 10, 1993 that the operator would agree to leaving half of <br />the loadout benches in place for reclamation. Tree pad:; will be <br />used in places where benches are removed. <br />More details are needed to calculate a financial warranty. Please <br />provide the approximate locations, the sizes, and designs of these <br />structures in the reclamation plan and on the Reclamation :Plan map, <br />Exhibit F, Sheet 2. The placement of these structures ::hould be <br />staggered to limit the runoff slope length between structures. <br />Permanent structures must be designed to handle runoff from 100 <br />year/24 hour precipitation events. Since the applicant has stated <br />that the arrangement and length of each tree pad and bench will be <br />random, the Division requires that the water storage cap~ibilities <br />for each structure be calculated based on the appropriate runoff <br />from the specific watershed above each structure. <br />9. Soil Replacement - As discussed in no. 5 above, include a <br />commitment to replace a minimum thickness of topsoil and fine sandy <br />overburden, such as 6 inches, prior to reseeding all disturbed <br />areas, including the sandstone slab. It must be demonstrz~ted that <br />sufficient material will be available to do this. The Division <br />recognizes that the applicant committed to replacing 6 inches of <br />topsoil on the tree pads in the original amendment. Prior to <br />reseeding, the applicant must commit to soil characterization to <br />ensure the material will support tree growth and grasses. <br />10. Reclamation Seed Mix - The Division agrees with ~:he Fort <br />Collins Soil Conservation Division that all disturbed areas, <br />including the sandstone slab, except remaining roads should be <br />seeded with the seed mix recommended by the Soil Conservation <br />Service. The one exception to this would be on the bench slopes <br />where it is recommended that 2 lbs. PLS Mountain Mahogany and 4 <br />lbs. PLS Indian Ricegrass be planted.
