The reclamation per- <br />formance standards require the operator to discuss how the project will <br />protect wildlife on the mine site, processing site, and along access <br />roads to the minis site. Special consideration must be given to <br />critical periods in the life cycle of those species requiring con- <br />sideration. For example, critical wintering areas, calving grounds, <br />migration routes, raptor nests, etc., must be taken into account. If <br />wildlife habitat melnagement is a part of the reclamation plan, reclama- <br />tion must be dirE~cted toward encouraging wildlife diversity, and <br />rehabilitating or improving wildlife habitat. <br />In addition to the MLRB rules and regulations, the U.S. Fish and <br />Wildife regulations--C FR, Title 50, Part 13--require protection of all <br />threatened or endangered wildlife species. <br />The National Pollutant Discharge Elimination System (NPDES) Permit was <br />. promulgated in order to prevent and mitigate potential water pollution <br />resulting from the development Df projects such as this. <br />H.7.1 General Measures <br />Environmental impact mitigation measures are most appropriately des- <br />cribed in terms of the types or groups of animals which are being <br />protected; explicit: control measures by animal group are discussed in <br />Section H.7.2. Generally however, the types of mitigation measures <br />will consist of the following; (1) avoidance and minimization of <br />damage, (2) human activities control, and (3) monitoring of selected <br />species. <br />During all phases of construction and operation, the operator will <br />avoid disturbing any area unnecessarily, and will attempt to minimize <br />damages to the environment as a result of project development.
