Reclamation of the Mine <br />Paragraph 1(a) of Exhibit E of the application contains the statement "roads <br />in the mine and the mine floors will be ripped and scarified to provide a <br />seedbed." Paragraph 1(f)v, of this section states that mine road topsoil will <br />be replaced to a depth of up to 1'. Please specify which portion of the mine <br />road will be topsoiled, and specify a minimum depth to be applied. <br />2. Paragraphs 11f)i and ii of the reclamation plan refer to the seed mixture, <br />fertilizer and mulch suggested by the Soil Conservation Service. Rather than <br />refer to suggestions, the applicant should commit to specific seed mixtures <br />and fertilizer and mulch rates. It is suggested that a legume be added to the <br />seed mix to provide a nitrogen fixing plant. Cicer milk vetch at the rate of 1 <br />pound pure live seed per acre is one species that has worked well at several <br />high elevation sites. <br />3. The application proposes to place approximately 100 tree and/or shrub <br />seedlings per acre on the soil islands. This wilt result in a spacing of 20' x <br />20'. The Division recommends a spacing of approximately 15' x 15', which <br />would require 200 seedlings/acre. The applicant should also provide a list of <br />species to be planted and the number of each species and shculd commit to <br />insuring that at least 50% of these seedlings will survive until the time of <br />the bond release. <br />4. The operator must commit to a soil depth of 2 feet or greater for the soil <br />islands. <br />XIII. Reclamation of the Haul Road <br />Exhibit E -Reclamation Plan, Section IIla) states that the haul road consists <br />of 79.4 acres. Exhibit 1. -Reclamation Costs, shows that 7 acres will be <br />reclaimed to 'soil islands" and 25 acres will have topsoil replaced (although <br />the cost data shows only 24 acres will be seeded mulched and fertilized). <br />How will the remainder of the road be reclaimed? The Division's comments <br />pertaining to seedling planting, soil replacement depth, seed mixes, mulch <br />and fertilizer are the same as in Section 111 of our adequacy review. <br />XIV. Haul Road Overoass Reclamation <br />The applicant states that the overpass will remain to facilitate Company vehicle traffic <br />between the Carlton Mill and other properties for future operations. Since reclamation <br />plans must be prepared to cover "worst case" conditions it must be assumed that the <br />Company would no longer be operating during the reclamation. Therefore, a reclamation <br />plan must be provided for the haul road overpass. <br />
