Mr. Edgar Hunter 9 November 19, 1992 <br />XV. leach Pad and Ponds Reclamation <br />Paragraph IV(a) of the reclamation plan states that the ponds will be <br />breached and drained and that the liner will be folded in and covered with <br />waste rock material. Additional information is needed as follows: <br />(a) What will be done to prevent ponding in the old barren pond areal <br />Will the breach allow positive drainage? Will the liner be broken to <br />allow water to pass through it? If so, how? <br />Ibl What is the grading plan for the pond areas? What are the <br />configurations of the ponds and what will the final contours be? How <br />much material must be moved to reclaim the ponds and what is the <br />source of this material? <br />(c) Apparently the barren pond liner will be covered with waste rock. <br />What is the depth of this cover and where will the waste rock be <br />taken from? How much topsoil will be placed over the waste rock? <br />2. The statement is made that every effort will be made to return the leach pad <br />to a natural configuration. Will the slopes of the embankment or leach pile <br />be modified during reclamation? If so, please provide a contour map and <br />description of the changes. Also, please provide an estimate of tha volume <br />of the material to be moved during recontouring and for the construction of <br />the leach pad "microcatchment" basins. <br />3. Will the diversion ditches around the leach pad be removed as part of the <br />reclamation? If so, a plan must be submitted including the removal of any <br />riprap in the ditches. <br />4. Exhibit L of the application discussed the creation of 17 acres of soil islands <br />and 62 acres to be seeded only. A commitment must be made stating the <br />minimum depth of topsoil to be place on these locations. <br />5. It appears from Exhibit L of the application that 79 acres of the leach pad <br />and waste disposal area will be topsoiled and seeded. Paragraph IV Section <br />D -Mine Plan of the application states that the leach pad and waste disposal <br />area consists of 192.8 acres. Will the remainder of this area be <br />revegetated? What is the texture of this material? could it support <br />vegetation? If not how will the surface be treated to keep it stable and <br />prevent erosion? <br />6. Exhibit L does not discuss the cost of fresh water rinsing to neutralize the <br />heap. Because of the large volumes of water needed and other unknown <br />factors involved in freshwater rinsing, it will be assumed that this method of <br />heap detoxification will not be used and that rinsing with hydrogen peroxide <br />will be used. <br />
