Mr. Edgar Hunter 7 November 19, 1992 <br />inches from the Larand soils which occupy 80% of the undisturbed permit area (page 1 of <br />Exhibit 11. From 7 to 17 inches of topsoil should be available from the Quander soils, the <br />other major soils type within the proposed permit area. The applicant has also stated that <br />parts of the site have been disturbed. <br />To determine the actual amount of usable topsoil available the operator must provide a <br />map of the areas to be disturbed which indicates the locations of each soil type, and the <br />depth of salvageable soils. Areas of previous disturbance, where no soil can 6e salvaged, <br />should also be shown. It is suspected that in the Arequa Gulch valley fill area there may <br />be a thicker layer of usable plant growth medium; this must be investigated and the results <br />reported. <br />IX. Rule 2.12.1111 - Exhibit J - Vacetation Information <br />This rule, under Section (a), requires descriptions of present vegetation types, which <br />includes quantitative estimates of cover and height for the principles eci in each <br />lifeform represented (i.e., trees, tall shrubs, low shrubs, grasses, and fortis). This <br />information, which the Division believes is necessary to evaluate the reclamation plan, has <br />not been adequately provided. Please provide it. <br />X. Mining Plan <br />On the second page of Exhibit D of the operator's mining plan it is stated that "topsoil will <br />be removed and stored." This statement should be modified to commit to removing and <br />storing all available topsoil which can safely be taken. Also, on the fourth page of the <br />same exhibit the operator states that "Near surface materials in Arequa Gulch may require <br />excavation to remove loose, unconsolidated alluvial materials.' These materials should 6e <br />tested far suitability as plant growth media, and if suitable they should be salvaged for use <br />during site reclamation. <br />XI. Reclamation Plan <br />1. Page one of the applicant's Exhibit E -Reclamation Plan states that 'In <br />cooperation with the Teller County Soil Conservation Service, the Company <br />will develop a series of test plots to analyze seed and fertilizer mixtures and <br />to determine the ability of topsoil to adhere to different rock sizes and <br />slopes.' <br />Prior to installing the test plots the applicant must submit plat plans to the <br />Division for comments and approval. <br />2. Page one of Exhibit E -Reclamation Plan states that "The planned eventual <br />disposition of topsoil is graphically portrayed on Drawing F1, the reclamation <br />plan map." <br />An examination of this map shows that there is no scale an the map to <br />determine the size of the planned soil islands. Also, a note on the drawing <br />states that "reclaimed soil islands and grasslands shown are stylized and do <br />
