Mr. Edgar Hunter <br />November 19, 1992 <br />inch figure. Also please submit new designs for all diversions and ponds, <br />using the 4.5 inch figure of precipitation for the 100-year event. The <br />Division requests these designs be prepared by a Registered Professional <br />Engineer and be submitted to the Division for approval. <br />In the design please discuss in detail the impact snowpacks and subsequent <br />spring thaw and runoff will have. In order to verify the adequacy of the <br />pond, diversion sizing, etc. please provide the following: <br />a) Impervious areas of pond and pad <br />bl Detailed hydrologic soil group <br />c1 Vegetative cover for the watershed <br />d) Total acreage of the watershed used in the design <br />e) Heap denaturation rate and draw down volume. <br />f) Maximum operating solution volume <br />g) Winter precipitation less evaporation <br />h) Freeboard in upper 2 feet of pond <br />A marker should be provided to indicate the maximum operating storage level. Describe <br />the design for the marker and its elevation. <br />41 The spill prevention and emergency response plan does not describe or give <br />a detailed account of what will be done or the kind of monitoring chat will be <br />required. It states in the event a spill happens, spill monitoring will be <br />implemented. Please describe in detail what kinds of monitoring will take <br />place. In the description please include frequency of monitoring, extent of <br />monitoring, soil sample collection, detoxification, etc. <br />VII. Exhibit H -Wildlife Information <br />The Division of Wildlife requests that wetland habitats potentially threatened by adjacent <br />mining and construction activities be properly delineated and identified with high visibility <br />(orange) construction fencing. The Division of Wildlife also requested that they be placed <br />on notification Lists #1, #2, #3, #4, #5 and #6. They would also like to be included under <br />part 11 - B. Part III D of the Pikes Peak Mining Company reporting procedures. <br />VIII. yle 2.12 110) - Exhibit I -Soils Information <br />This rule requires that the operator shall indicate on a map (in Exhibit C) or by a statement, <br />the general type, thickness and distribution of soil over the affected land. The above <br />information shall satisfy "completeness" requirements for purposes of determination of <br />date of filing. "If necessary, at its discretion, the Board may require additional information <br />Table E-2 -Topsoil Calculations shows the estimated topsail volumes to be salvaged based <br />on the salvaging of .5 feet (6") of material. However no information was provided to <br />explain how this thickness of soil was determined. Based upon the general soils <br />descriptions given in Exhibit I it appears that good topsoil can be stripped to a depth of 16 <br />
