MINING PLAN
With regard to the proposed amendment, operations will be divided into 5 separate phases. It is the
intention of the applicant to initially provide financial assurance for phases 1 and 2. At such time t~iat
actrv~ty will commence m the subsequent phases, the Division of Minerals and Geology will be notified
so that the warranty amount may be calculated on each additional phase, and that financial assurance
can be submitted prior to commencement of activity.
As depicted on the Mining Plan Map, Phase 1 consists of 14.1 acres, and includes the area of the
original permitted azea of M-88-037 (9.64 acres), the unpermitted area in San Miguel County that has
been used for gravel storage, equipment storage and scaling trucks (3.24 acres), and the unpermitted
area adjacent to the west of the permitted site (1.22 acre).
All subsequent phases aze areas that aze previously undisturbed by mining and have not been previously
covered by a reclamation permit.
Activities that will be conducted at this site are those that are typical to an open pit sand and gravel
mining operation, including removal and storage of topsoil and overburden soil, extraction and
processing of gavel products, including crushing, screening and washing, stockpiling of gravel
products, and the production of hot mixed asphalt and ready mixed concrete. Customary surface
mining techniques will be utilized.
The bulk of the mining will be accomphshed using front end loaders, track dozer, track excavator, and
portable crushing and washing plants.
1.
Mining activities will commence will the completion of mining of the original permitted area, in Phase
1. The overburden soil and topsoil that is to be removed from this area will be utilized to backfill the
disturbed area immediately west of the original permit. This area is discussed in item #3 on the
preceding page. Soils that are not needed to reclaim this area will be placed in storage as indicated on
the Mining Plan Map.
Gravel extraction will occur from the floor of the mine that has been established by prior activity. A
portable crusher plant will be situated on the floor of the pit near the gravel, bank and the processed
gravel will be placed in stockpile as needed adjacent to the plant. The gravel face at this location
ranges from 25 to 40 feet in height. The area that remains to be mined in Phase 1 is approximately 2.4
acres. It is anticipated [Fiat the completion of mining of Phase 1 will occur within one year. Phase 1
will continue to used for gavel storage for some time, until the excavation of Phase 2 has progressed
to the point that adequate space is available on the floor of the pit to store gravel in the area of
Phase 2.
An additional feature of Phase 1 will be a water storage pond that is to provide water for an aggregate
wash plant. The storage pond is depicted on the Mining Plan Map along the southern permit boundary.
4
