ASPHALT
SPE CIA LTlES CV.
the current permit azea and on the amendment area, throughout the life of the mine while
dewatering is occurring. Data will be maintained in the onsite office and will be
forwarded to the CDMG with the annual report, as is currently being done. Groundwater
monitoring will continue on the entire site as approved by both the CDMG and Adams
County under the current State permit and conditional use.
Exhibit H -Wildlife Information
The subject property has limited game and non-game wildlife resources present.
Furthermore, the property is surrounded by development, including the current Speer
Mining Resource sand and gravel mine to the south and west, residences, Brighton Road
to the east, and 124' Avenue to the north. Most of the amendment azea contains no
native vegetation, except adjacent to the South Platte River, an azea that is not planned
for any disturbances other than riverside protection consisting of rip-rap and other
improvements (topsoiling and revegetation) on the bench of the high-water bank as
shown on the Mine Plan Map.
ASCI contacted the Colorado Natural Heritage Program (CNHP) for a database search
for rare or threatened species on the amendment azea and only one occurrence was
revealed "near" our amendment azea. This was for the Black-Footed Ferret and one or
two sightings were reported in 1999 in T2S-R66W and T1S-R66W. This location is
several miles to the east of the Speer Mining Resource in the plains. Black-Footed
Ferrets inhabit areas in which prairie-dog towns aze located. There aze no prairie dogs
present on the amendment azea or on the current permit area. Appendix 1 contains the
results from the CNHP database review.
ASCI also had a review done for the need to do a habitat assessment for the Preble's
Jumping Mouse. The area in which our amendment for this permit is located has been
excluded from the requirements of a habitat assessment for the occurrence of the Preble's
Jumping Mouse. Also contained within Appendix 1 is a letter report describing the
review undertaken for the habitat assessment.
The overall significance of wildlife habitat on both the current permit azea and the
amendment azea will be improved with the final reclamation of the property as a water-
storage reservoir.
Exhibit I -Soils Information
Soil types on the amendment azea aze exactly the same as those on the current permit
azea. A substantial description for the soil types on the current permit azea was submitted
with the first amendment application for M-1983-176 in September 2000 and will not be
repeated here for the sake of redundancy. The capability classification by the United
States Department of Agriculture, Soil Conservation Service (SCS) for the soils in the
amendment area, indicate that the soils aze suitable for use as reclamation topsoil for
Speer Mining Resource 20 October 7, 2002
Asphalt Specialties Company, Inc.
