• •
PUBLIC MEETING ON THE PROPOSED TOZER PIT EXPANSION
MARCH 16, 1999
COMMENTS RECEIVED
Received
PUBLIC HEALTH AND SAFETY
Safety on County Road G
-speed of trucks on hill areas that also involve curves
-APP, e a 1~I9
Curan^o =ie;,d O;fice
Division of P.Sirn,r;;i ; ~ Gaolog%
-trucks on wrong side on road (human errors)
-icy spots on the road during winter hauling times (County said they will haul during the winter
months)
-could the BLM explain how the BLM came to the conclusion that the current speed limit on the
McElmo Road should alleviate any problems with regard to gavel truck traffic.
-sign age at pit entrance (i.e. truck turning, slow, etc...)
-red flag above sign when the pit is in use
-McElmo Canyon Road (County Road G) is a curving and a narrow road with few guard rails (if
any) and steep drop off, several on curves. We've driven it with and against truck traffic and it
can be a bit "dicey" at times, particularly on curves. More trucks, especially the projections, is a
mayor concem.
-basically, it is accidents waiting to happen (2 deaths between Sept 1998 and March 1999, so
far); referring to the nature of the road and the increased travel (presence) of wide vehicles on a
narrow, curving and icy road (in spots) at times. i.e. No where to go.
Dust
-dust is a concem
-monitoring of the dust is a concem
-the monitor has a vested interest in not seeing any violations
-who monitors the monitor? (i.e. who represents the interests of the public?)
-under air quality in the EA, BLM states "that dusty conditions would result and that Montezuma
County will meet dust criteria standards required by Colorado Department of Health". How does
the BLM/we know that Montezuma County will meet the dust criteria standards required by the
Colorado Department of Health?
-how can the BLM say that the County will comply with the law and that no major air quality
impacts are anticipated?
Noise
a. General
-noise and dust are currently a problem that if compounded by gravel crushing and truck noise
and dust, will become very unpleasant and unbearable.
-~Ve need to find a way to leave the noise and dust at or below present levels. More is not OK
For the businesses (retreat and bead & breakfast) already here.
