Crusher <br />-noise of crusher ("I've heard them") and trucks ("I've driven them") are an impact <br />-noise of the crusher and trucks will impact the reason why many people come to this area (Kelly <br />Place, Ivloqui Point Farm -the new retreat center). <br />-even if crusher noise is low, ,avel trucks are not quite, by definition <br />NATIONAL ENVIRONiv1ENTAL POLICY ACT (NEPA) and PERMITTING <br />NEPA (National Environmental Policy Act) <br />-did BLIv1 do public scoping? <br />-how is an industrial activity that will last at least 15 yeazs and that will leave a permanent scars <br />pit ~R~Ies not significant enough for an EIS? <br />f,r D~tv `-will I, as a citizen be able to attach mitigation to the DMG permit? <br />-we don't feel EA is adequate because you refer to the RiMP, and you are not site specific to the <br />permit area. <br />RMP (Resource Management Plan) and ACEC (Areas of Critical Environmental Concerns) <br />-ACEC stated in the EA are not located within area designated as ACEC in RIv1P, pages referred. <br />-the RPM states that only land for sand/gravel in on Ewing Mesa, how is this EA in <br />conformance? <br />-EA states project reviewed for RMP conformance yet, EA does not state project is in <br />conformance. <br />NATURAL RESOURCES <br />'~t# Riles Soil and Ground Water <br />:e~ DNt~ / -how will water from the crusher affect surface and ground water? <br />-the EA states that "...there would be no aggregate washing process nor other water used in the <br />aggregate production". How can BLM allow a permit to the County if they do not use water to <br />control the dust on access roads, stockpiles, pit azeas, crusher, conveyor belts, etc...? <br />t t R~ tes <br />~• ~~ / -explain; where is the water source? <br />.vr D =did BLM do an assessment of existing soil conditions so that survey is site specific? <br />Cultural, and Threatened and Endangered Species <br />-level of cultural Resource Survey/Inventory completed; when done and by whom? <br />-what is a Class III inventory? <br />-where surveys /inventories done for that specific site? <br />-was a T/E species inventory done? If so, by whom. <br />Visual Resources <br />-proposed pit in good location, out of sight <br />-how was level of change to existing landscape determined to be moderate? <br />
