1 G: No, no, not county, that' s the issue brought to the State of <br /> 2 Colorado. This particular permit has been issued by the <br /> 3 State, I don' t know what particular agency it is. There are <br /> 4 very few of these permits issued, I think there are 4 or 5 or <br /> 5 something like that in the entire state. <br /> 6RW: I would assume that the State would have county approval <br /> 7 before it would plop them on to some piece of county land. <br /> 8G: I 'm not familiar with that--you know. <br /> 9RW: Ok, would you speak to your next question. <br /> 1OG: There are some other problems as far as the NPDES--there' s an <br /> 11 assertion that there will be no discharge of surface waters-- <br /> 12 I understand the contract between the two Nottingham and <br /> 13 Brush Creek that there was an easement for Eagle River Dis- <br /> 14 charge surface water discharge into the Eagle River obtained <br /> 15 and whether or not that is contemplated in the near future or <br /> 16 whatever there is once obtained and it indicates there may be <br /> 17 an NPDES problem. In addition, to their recent changes in <br /> 18 their NPDES permits which require permits if the water will <br /> 19 affect wells and these, I believe settling ponds that they're <br /> 20 contemplating here--maybe the water that' s washing the gravel <br /> 21 whatever, may be settling down into the water table which may <br /> 22 then go into adjacent wells and there may be an NPDES problem <br /> 23 there. There are some problems which may exist, there are <br /> 24 propane distribution centers, commercial distribution centers <br /> 25 nearby, nearer than the airport which haven' t been indicated <br /> 26 on the application. I don' t know if a problem wi,th any of <br /> 27 that might be but the application is incomplete in that <br /> 28 respect. There is a contemplated cement and asphalt plant <br /> 29 contemplated in this area which is a rangeland area, these <br /> -23- <br />
