<br />The trees could have been planted in Williams Canyon except tlhere had been so <br />' much concern about monitoring trees and survival rates during the hearings it was <br />decided sot to plant these trees until the road side trees were planted. If these <br />trees had been planted, a comparison of data derived from Williams Canyon with data <br />dervved from the roadside plantings (to be done this fall) would be invalid. Answers <br />to many of the questions posed during the hearings would not be produced. So, we <br />decided that all trees should be planted at the same time. 9 <br />~ As you can see, a lot of progress has been made, but we still have a ways to go <br />before we can call in finished. We expect to complete the remaining work by <br />November, but Disturbance 02 and 03 might take longer depending upon what is decided <br />for remedial action. <br />SNYDER (BLACK CANYON) EMISSION CONTROL PLAN.To update you on the Snyder Fugitive <br />Dust Control Plan, Castle has implemented all controls that Castle said it would do. <br />First, on May 5, 1990, Dust Pro Inc., of Phoenix, Arizona, installed on the haul <br />roads, about 16,000 gallons of Magnesium Chloride. Magnesium Chl~~ride is a salt <br />solution used for controlling dust on dirt roads. <br />Second, dozing of shot rock over cliffs has been almost eliminated. This was a <br />major source of dust. Roads have been built to these benches to eliminate almost all <br />dozing over the cliffs. The roads to the benches have also been treated with the <br />Magnesium Chloride for dust control. <br />Third, fogging system water spray heads have been installed at Locations on the <br />plant where dust would normally be created. This replaces the old spray system. The <br />foggers are used with air pressure and do a much better job of controlling dust at <br />crusher plants. <br />Fourth, we have also installed a particulate monitoring station at the east <br />property boundary near the Angel Terrace cul-de-sac. The monitoring station has been <br />on line since the middle of May, 1990. The collection filter is changed every other <br />day. The used filters are sent to Denver for analysis. <br />The monitoring station will be in place for a period of one year to see if the <br />controls are effective. If the analysis of data obtained through monitoring <br />indicates a need, more controls will be added in the quarry. <br />
