<br />Disturbance areas N5, 116, and N7 were graded, topsoiled and seeded early last <br />November. Although some weeds have developed in the revegetation„ the weeds are <br />mainly Kochia which is fairly harmless at these population levels. 'Chere is a great <br />deal of grass present. If left alone, the weeds will die out. These plantings along <br />with some others, clearly demonstrate that fall seeding in this area can be very <br />successful. <br />9 <br />The Board order required [hat trees be planted on the roadside disturbance areas <br />~ and in IJilliams Canyon by June 1, 1990. This was not accomplished, although the <br />trees were acquired. At the June MLRB meeting we discussed this matter with the board <br />and explained the reasons for not meeting the date. The trees were I~eing maintained <br />'i according to State Forest Service instructions and will be planted in late September <br />or early October. A summary of the reasons for not meeting the date 1`ollow: <br />First, the original CAP schedule was designed around a November start date. The <br />Board action did not occur until December 13, 1989 and the actual order was not <br />signed until January lb, 1990. This caused a severe compression ,~f the schedule <br />which, when combined with winter conditions, produced problems with meeting <br />deadlines. If everything would have occurred according to plan, no weather delays <br />occurred, and all work took the expected amount of time or less to finish, the June 1 <br />date could have been met. Unfortunately, such did not occur. <br />Disturbance Area 1l4 and the culverts were all more complex than orginally <br />anticipated. They took longer to complete, not only because of problems in doing the <br />work, but because of weather delays. <br />Then along came the April 29 through May 3 snow storm. The airport received <br />15.2 inches of snow, but the Snyder Quarry area received more like 24 inches. There <br />was about 3 inches of moisture in that snow and after it melted, the north facing <br />slopes along the road were so saturated we did not dare put any heavy equipment on <br />them. By the time the slopes dried out enough to work them, it was too late to plant <br />trees and have any kind of suitable survival rate. <br />
