WINTER: I've got something that might take <br />a minute or two to look at. <br />I'm very concerned because we tend not to be <br />totally consistent in how tae levy fines and I'm sort of <br />groping for a way to be more consistent, so that people could <br />feel that they were treated within a pattern. I'm sure <br />that we won't institute it immediately and I'm sure it needs <br />lots of thought and suggestions from other people on the <br />Board. <br />First of all, I'd like to point out that the <br />purpose of a civil penalty is to make it more expensive to <br />operate illegally than it is to operate legally. That's <br />according to the guidelines that we have already passed. <br />The law is fairly specific about the penalties. <br />It's fairly easy to find out when somebody started operating, <br />in some cases. You've said you've been operating every day <br />since you've been required to have a permit.
