They illustrate three different pits <br /> 4 that are all being operated sporadically. And the other three <br /> 5 Pictures are simply winter views of the same pit. <br /> 6 The three pits provide different-colored clay. <br /> 7 I've been trying to get the pits permitted since December 21st <br /> g of 1979 when I reactivated the file with a letter to <br /> 9 Mr. Doughty and I sent him rules and regs and 110 forms and <br /> 10 so on. <br /> 11 I had sporadic communication with him and he <br /> 12 indicated he wouldn't turn in an application. He never did, <br /> 13 so the Board issued a notice of violation and cease and <br /> 14 desist because he had not turned in a permit application. <br /> 15 Civil penalties were deFerred at that time. <br /> 16 This came back to me as unclaimed on December 23rd of 1980, <br /> 17 however, Mr. Doughty contacted me early this year and said his <br /> 18 address was correct and his phone number was Correct and he <br /> 19 couldn't imagine what had happened. <br /> 20 So I sent him a notice of violation and desist <br /> 21 and he got it, I know, because I aot the certifie~9 mail <br /> 22 return receipt. He submitted an application under our l.aw on <br /> 23 March 27th of 1981. It was sch:duled for the April meeting and <br />. 24 subsequently continued until the May meeting. <br /> 25 During the period of time in the April-May <br /> EII.
