3
5. Where are the designs for the primary and emergency spillways
for Pond P-3?
Drawing D-4-5 in the PAP indicates the primary spillway is a three-
foot tall, six-inch diameter PVC pipe with three 2 1/2 inch holes
in it. The emergency spillway is an open channel which, according
to the scaled drawing, is 1.25 feet wide at the bottom and 1 foot
deep.
6. Is mine water discharged from the treatment ponds supposed to
be routed to the RDA pond and does this pond have adequate
storage capacity with the mine water in it?
Page 3-86 of the PAP indicates water from the treatment ponds may
be discharged directly into North Thompson Creek or routed to the
RDA pond. Storage in the pond is to be curtailed whenever a call
on senior water rights in the creek exists. Water rights for the
mine water were purchased by Snowmass from the Anschutz Company.
See pages 4-124 through 126 of the PAP.
Drawing D-4-10 in the PAP indicates the RDA pond has 0.64 acre-feet
of sediment storage capacity, which reaches to the bottom of the
riser for the primary spillway. The pond has another 0.90 acre-
feet of capacity above this for storage of runoff from a ten-year
storm event, which reaches to the top of the riser. At the time of
your inspection, mine water was apparently stored to a level below
the bottom of the riser. Therefore, the pond still had adequate
storage capacity for a ten-year storm below the primary spillway,
in compliance with Rule 4.05.6(3).
7. Where are designs for the diversion east of Pond P-9 leading
to the RDA pond?
Drawing D-4-16 in the PAP shows the location of this ditch. An
addendum to Appendix 4-B indicates the ditch was designed as a V-
shaped ditch, 0.9 feet deep and 2.7 feet wide with side slopes of
3:1 and 1.5:1 (H:V).
8. What is the design of the emergency spillway on the "long
pond"?
Page P-9-6 of Appendix 4-B in the PAP indicates the primary and
emergency spillways of the long pond are 4 inch pipes, capable of
discharging 64 gallons per minute. The design discharge from a 25-
year storm event i5 estimated to be 40 gallons per minute.
