The AVS indicates that MINREC owns Lark Mining Inc. while Lark <br />Mining is not listed in the PAP. <br />The PAP does not include reference to Lark Mining because MINREC no <br />longer owns Lark Mining. DMG will modify the information in AVS to <br />correspond with the correct information in the PAP. <br />2. Where are the designs for the refuse disposal underdrain and <br />is the pipe near the toe of the RDA an underdrain outlet? <br />There is no underdrain beneath the RDA. Page 4-21 of the PAP <br />indicates a "naturally occurring subdrain" of clay existed beneath <br />the site. DMG's 1993 Findings (the last permit renewal) reiterates <br />DMG's prior approval of an alternate subdrain system, per Rule <br />4.10.3(5). <br />The pipe observed during the inspection is a remnant of an old pipe <br />which was used to measure flows in the ditch leading to the RDA <br />pond. The pipe is being removed by the permittee this week. <br />3. AFO requested a copy of the revised bond form listing OSM as <br />a co-beneficiary. <br />A copy of the bond document, submitted in October, 1992, is <br />enclosed. <br />4. When were subsidence monitoring requirements dropped? <br />Subsidence monitoring requirements were dropped by DMG in 1988. A <br />Stipulation No. 9 attached to the original permit required <br />establishment of subsidence monuments. Page 10 of DMG's 1988 <br />Findings (the second permit renewal) indicates, <br />"A subsidence monitoring program was proposed.... the <br />Division imposed Stipulation No. 9 which directed <br />Snowmass Coal Company to install subsidence monumentation <br />above any underground workings within limited extraction <br />areas.... The areas to be protected by this monitoring <br />plan were never undermined and since the mine has been <br />closed and permanently reclaimed, this stipulation is no <br />longer in effect." <br />DMG will have the permittee revise the permit to clarify the <br />current status .of the subsidence monitoring program. <br />
