Where is the BAE demonstration for the No. 1 !Sine portal area? <br />Pages 4-19i through 4-19iii in the PAP include a demonstration that <br />vegetation on the reclaimed mine site is adequate to prevent excess <br />contributions of sediment off site. This demonstration satisfies <br />the requirements of Rule 4.05.2(3) which allows exemptions from the <br />requirement to pass runoff through a sedimentation pond. The <br />operator has been maintaining the straw bales next to the creek, <br />which you observed during your inspection, even though the bales <br />are not required by the mine permit. <br />10. Are cattle allowed on the mine site? <br />The permit does not address cattle grazing. Rule 4.15.5 dictates <br />that cattle grazing not begin for at least one year after seeding, <br />and that grazing, "shall be managed to promote the postmining land <br />use". <br />Cattle typically pass through the mine area in the spring and fall <br />of each year as they are moved between lower and higher grazing <br />areas. The operator indicated this was the case with the cattle <br />observed during your inspection. He instructed the owners of the <br />cattle to remove them from the site. <br />DMG does not require a grazing plan at this site because the <br />regulations do not require one and the extent of grazing during at <br />least the past four years has been minimal. DMG will instruct the <br />operator to keep cattle off the long pond embankment area, at least <br />until vegetation is well established. This area was seeded in the <br />fall of 1993, but was apparently unsuccessful. This will probably <br />require fencing around the pond. The pond embankment will be <br />reseeded this fall. <br />11. The PAP does not contain an accurate depiction of the drainage <br />system for the haul road to the old loadout. <br />Appendix 4 and Drawing D-600 in the PAP appear to contain <br />contradictory information pertaining to the culverts on the haul <br />road. DMG will require the operator to revise these portions of <br />the permit to accurately reflect the drainage system as presently <br />exits. A revision will be required within thirty days. <br />
